14 UK companies cutting across various sectors e.g. Education and Training, Security, Consultancy, Healthcare amongst others are hoping to penetrate new trade opportunities within Tanzania by taking part in UKTI London and South East trade mission to Tanzania between October 22nd-24th 2014. This is the first, independent visit by UKTI London and South East to Tanzania and East Africa.
Tanzania is fast emerging as a thriving commercial entity with a GDP growth rate of over 7% year upon year. The major city of Dar es Salaam where we will be staying is the centre of most government activity as well as being the major commercial centre with its own deep water port with trading links to the landlocked countries of Malawi, Zambia, Democratic Republic of Congo, Burundi, Rwanda and Uganda.
Tanzania not only has some of the best wildlife in the world but also huge natural resources ranging from gemstones to natural gas. As such, it is fast becoming the regional hub for a number of multinational corporations. This will be an exciting opportunity for UK businesses to see what they can bring to the country.

As part of the programme which is being organised by UKTI in Tanzania, the delegates will have a first-hand opportunity to meet and speak with local trade associations and their members e.g. the Tanzania Private Sector Foundation (TPSF) and the Tanzania National Chamber of Commerce and Industry (TNCCI) and the newly set-up British Chamber of Commerce Tanzania (BCCT). They will also have a chance to speak directly with business at a Business to Business event scheduled for Thursday, 23rd October at the Serena Hotel from 1.00 to 4.00pm. We believe this will create a great opportunity for the visiting companies to meet and discuss business directly with business.
David Billingsby, UKTI International Trade Adviser, who will lead the London delegation, said:
“Having worked in Tanzania before, I know the excellence of the reception these British companies will receive. I am certain that the mission will be successful and the delegates will be saying Asante sana!”

MILIONI 16/- ZATOLEWA NA CIP TRUST UJENZI WA MADARASA

SHIRIKA lisilo la kiserikali la Community Initiatives Promotion Trust Fund (CIP Trust), limetumia zaidi ya shilingi 16 milioni, kugharamia ujenzi wa vyumba viwili vya madarasa na ofisi moja ya walimu, katika shule ya msingi Kinyamwenda kata ya Itaja.
Hayo yamesemwa na mkurugenzi wa shirika la CIP Trust,Affesso Ogenga,wakati akitoa taarifa ya ujenzi huo kwenye hafla ya kukabidhi vyumba hivyo na ofisi ya walimu ambayo mgeni rasmi alikuwa mkuu wa wilaya ya Singida,Queen Mlozi.
Alisema fedha hizo zimetolewa na serikali ya Austria kupitia asasi ya Sister Cities Singida Salzurg (SCSS).
Ogenga alisema asasi yao iliombwa na uongozi wa shule ya msingi Kinyamwenda kusaaidia kukamilisha mradi huo ambao tayari wananchi waliisha changia nguvu kazi.

Kwa upande wake mgeni rasmi katika makabidhiano hayo,mkuu wa wilaya ya Singida,Queen Mlozi,aliwapongeza wananchi wa kijiji cha Kinyamwenda chini ya mwenyekiti wao na madiwani wa kata ya Itaja kwa kuupokea mradi huo na kuchangia nguvu kazi.
“Nitumie fursa hii kuipongeza asasi ya CIP Trust kwa msaada wao wa kuijengea shule ya msingi Kinyamwenda vyumba viwili vya madarsa na ofisi ya walimu.Hongereni sana kwa kuiunga mkono serikali katika juhudi zake za kuboresha sekta ya elimu”,alisema Mlozi.

Aidha,DC huyo aliangiza uongozi wa serikali ya kijiji kumaliza uhaba wa madawati 25 kabla ya januari mwakani.
Dc Mlozi aliendesha harambee kwa ajili ya kukamilisha ujenzi wa maabara ya sekondari ya kata ya Itaja na kufanikiwa kukusanya shilingi 450,000.Fedha hizo zilitumika kununulia mifuko 25 ya saruji.

Factions of the ruling party in South Sudan, the Sudan Peoples’ Liberation Movement (SPLM), on Monday 20th October, 2014 signed a framework agreement aimed at addressing root causes of the conflict that erupted in mid-December and plunged the country into violent crisis. 

The signing ceremony, held at the Ngurdoto Mountain Lodge in the outskirts of Arusha, was witnessed by the two principal rival leaders - President Salva Kiir Mayardiit, Chairman of SPLM in government and Mr. Riek Machar Teny, former vice president and leader of the SPLM-in-Opposition, as well as the SPLM faction of former detainee, who also participated in the talks. 

The Chairman of the Tanzania's  ruling party, Chama Cha Mapinduzi (CCM), President Jakaya Kikwete, CCM Secretary General Mr Abdulrahman Kinana, Tanzania Minister for Foreign and Internationa Relations Mr Bernad Membe, and Former Tanzania Vice President and Prime Minister Mr John Samwel Malecela, who chaired the talks, also witnessed the occasion. 

Delegates of the three rival groups of the South Sudanese ruling party met in Arusha from 12th to 18th of this month to try to come up with the framework of the intra-SPLM dialogue which is being facilitated by CCM. 

The framework agreement highlighted preamble, principles, objectives and agenda that will be discussed in the intra-party dialogue. It also included rules of engagement and role of CCM. However, it said the process is distinct from the peace talks which take place in Addis Ababa, Ethiopia. 

 "The parties recognize that the Arusha process is essentially an intra-SPLM dialogue and is separate and distinct from the IGAD mediated peace talks among South Sudanese stakeholders. 

"Yet the parties are fully aware that the two processes, although separate, are mutually interdependent and reinforcing,” partly reads a communiqué. 
The document recommits the parties to the principles of democracy, internal democracy especially on matters of decision making, elections, succession and peaceful transfer of power. It further calls for “unity of SPLM as a safeguard against fragmentation of the country along ethnic and regional fault lines.”

 “Initiate measures to stop the war, lead the government and the people of South Sudan towards peace, stability and prosperity,” it further urges. 
Both leaders expressed their commitment to the intra-party dialogue that would reunite the divided historical party. 

The document was signed by senior officials of the rival factions, namely Daniel Awet Akot, Peter Adwok Nyaba and Pagan Amum Okech, representing SPLM in government, SPLM-in-Opposition and SPLM former detainees, respectively. 

The agreement serves as a roadmap for further negotiations in trying to reunite the ruling party and end the war, with guiding principles and objectives for further discussions and possible resolutions The governance crisis within the SPLM gave birth to the 15 December violence which has unfortunately plunged the country into the current national crisis or civil war. 
The intra-party dialogue provides a supplement to the peace talks in Addis Ababa to try and address the root causes of this conflict within the ruling party. 
The framework agreement has also recognized the need to “revitalize, reorganize, strengthen and restore the SPLM to its vision, principles, political direction and core values. 

Analysts say the dialogue, could provide an avenue for progress on key issues, including deep divisions between South Sudanese party leaders, if respected.

UNESCO BADO KURIDHIA UJENZI BWAWA LA STIEGLER’S GORGE KUFUA UMEME

SHIRIKA la Umoja wa Mataifa la Elimu, Sayansi na Utamaduni (UNESCO) limesema hakuna makubaliano yaliyofikiwa kati yake na mamlaka husika nchini Tanzania za kuwezeshwa kujengwa kwa bwawa la kufua umeme la Stiegler’s Gorge .
Ofisi za Shirika hilo zilizopo jijini Dar es salaam mwishoni mwa wiki wametoa taarifa ya kukanusha maelezo yaliyoandikwa na gazeti la The Guardian (ref:http://www.ippmedia.com/frontend/index.php?l=72984) kwamba yapo maafikiano kuhusu ujenzi wa bwawa hilo.
Eneo la Stiegler’s Gorge lipo katika hifadhi ya Selou ambayo ni sehemu ya urithi wa kimataifa ambapo ujenzi wa miundombinu yoyote yenye athari kubwa katika hifadhi hiyo lazima kuwepo na maridhiano kati yake na mamlaka husika.
Taarifa hiyo imesema taarifa zilizoandikwa na gazeti hilo Oktoba 8, mwaka huu limeshutua shirika hilo. Taarifa hizo zilizokuwa ukurasa wa mbele zilisema kwamba Tanzania itavuna zaidi nishati ya umeme kutokana na maafikiano yake na UNESCO juu ya ujenzi wa wa bwawa hilo.
Katika taarifa yake UNESCO imesema kwamba katika mkutano wa 36 wa kamati ya Urithi wa dunia (WHC) uliofanyika Saint-Petersburg mwaka 2012 na ule wa 37 uliofanyika Phnom Penh, mwaka 2013 na wa mwisho uliofanyika Doha mwaka huu ulieleza wazi mashaka yake juu ya athari ya ujenzi wa bwawa hilo katika hifadhi.
Katika mikutano yote hiyo ilikubalika kwamba mamlaka zinaozohusika nchini kutofanya shughuli zozote za maendeleo ndani na kwenye mipaka ya hifadhi bila kupata kibali cha WHC kwa mujibu wa kifungu 172 cha makubaliano.
Aidha kamati hiyo iliitaka mamlaka zinazohusika kutekeleza ushauri uliotolewa na kamati ya pamoja kati ya WHC na Muungano wa ushirikiano wa hifadhi ya asili (IUCN) wa kutengenezwa kwa mkakati kabambe wa menejimenti ya Ekolojia ya Selous.
Aidha inatakiwa kutayarisha menejimenti hiyo kwa kuweka mipaka katika eneo la urithi wa dunia na kuonesha maeneo ambayo yanastahili kuingizwa katika hifadhi.
Pia kufafanua mradi wa Stiegler's Gorge, hatua iliyofikiwa hasa katika maamuzi na kuhakikisha kwamba ufahamu kuhusu athari, gharama, manufaa na namna inavyofaa au kutofaa na pia kuwa na mpango mbadala kama haikuwezekana.
Mambo yote hayo yanatakiwa kuzingatia umuhimu wa eneo hilo kwa jamii ya dunia na hivyo kuangalia vigezo vyote vya maeneo ya urithi .
Katika maamuzi hayo pia Kamati ya Urithi ilifurahishwa na nia ya mamlaka husika za Tanzania kuendesha utafiti huo kwa mujibu wa makabaliano na vigezo stahiki ili kuelewa athari zake katika hifadhi hiyo ambayo ni urithi wa kimataifa, korido za mapito ya wanyama na nini kitatokea kwa korido la Selous-Niassa Corridor.
Kwa mujibu wa taarifa ya UNESCO, kamati hiyo ya Urithi wa Dunia (WHC) ilitarajia kupata taarifa za awali Februari Mosi mwakani.
Aidha taarifa hiyo ilitakiwa kuwa na muhtasari wa hatua mbalimbali zinazchukuliwa na muda wake kuhusiana na hifadhi ya Selou kujiondoa katika urithi wa dunia ulio katika hatari ya kutoweka.
Imeelezwa kuwa taarifa hiyo ndiyo itakuwa msingi wa majadiliano katika mkutano ujao wa WHC wa 39 utakaofanyika Bonn Ujerumani.
Aidha taarifa hiyo imesema kutokana na vitu vyote kutokuwa bado kufanyika msimamo wa UNESCO unabaki kama ulivyo, kwamba hakuna makubaliano yoyote yaliyofikiwa na kinyume na hapo ni kukiuka makubaliano.

Al Amin Yusuph, akisalimiana na Naibu Kamishna wa Polisi na Kamanda wa Kikosi cha Polisi Usalama Barabarani nchini ambaye pia ni Katibu Mtendaji wa Baraza la Taifa la Usalama Barabarani, Mohamed Mpinga, mara baada ya kuwasili kwenye warsha hiyo iliyomalizika mwishoni mwa wiki mjini Dodoma.
Kauli yake hiyo ilifuatia hoja iliyotolewa na Afisa Miradi ya Mawasiliano, Habari na Tehama wa Shirika la Kimataifa la Sayansi, Elimu na Utamaduni (UNESCO), Bw. Al Amin Yusuph, ambaye aligusia redio za jamii katika kusambaza habari zenye kulenga kuokoa maisha na mali kwa ajili ya maendeleo ya taifa.
Mpinga ambaye pia ni kamanda wa kikosi cha usalama barabarani alisema katika mada yake kwamba changamoto kubwa ni kutekeleza sera ya kuhakikisha kwamba hakuna kifo wala majeruhi katika ajali za usalama barabarani.
Akielezea hali halisi ya ajali barabarani huku akikariri takwimu za Benki ya Dunia na Shirika la Afya Duniani (WHO) kamanda Mpinga alisema kwamba utafiti unaonesha katika kila wakazi 100,000 duniani 24 hufa katika ajali za barabarani ambapo vijana na watu maskini ndio wapo katika hatari kubwa zaidi.
Aidha alisema takwimu zaidi kutoka WHO zinasema kwamba watu million 1 na laki tatu hufa kila mwaka duniani hapa kwa ajali huku ikibainisha kwamba asilimia 75 ya watu wanaojeruhiwa na kufa wanatoka katika nchi maskini ambazo hazina magari mengi kama zile zilizoendelea.

Kulia ni Makamu Mwenyekiti wa mtandao wa redio za jamii nchini (COMNETA) ambaye pia ni Meneja wa redio jamii Sengerema FM ya mkoani Mwanza Bw. Felician Ncheye.
Alisema pamoja na takwimu hizo za kutisha za duniani, nchini kwetu pekee watu 4000 hufa kila mwaka kutokana na ajali na mwaka uliopita walikufa watu 4002.
Akitoa mada katika mafunzo hayo alisema kwamba ajali nyingi zinazotokea zinasababishwa na binadamu ambapo asilimia 75 za ajali zote husababishwa na makosa ya kibinadamu.
Alisema utafiti unaonesha kwamba makosa hayo chanzo chake ni uzembe, ulevi, mwendo kasi, kutozingatia sheria, uchovu wa madereva na matumizi ya vyombo vya moto.
Aidha uzembe wa waendesha pikipiki ndio unabeba asilimia 20 hadi 30 ya ajali zote.
Alisema kufunguliwa kwa biashara ya pikipiki kubeba abiria kumewaingiza vijana wengi ambao wengi wao si wataalamu wakikosa sifa ya kuendesha vyombo hivyo vya moto huku wakiwa vinara wa kuvunja sheria barabarani kwa vitendo.

Kushoto ni Afisa Miradi ya Mawasiliano, Habari na Tehama wa Unesco , Bw. Al Amin Yusuph na Kulia ni Makamu Mwenyekiti wa mtandao wa redio za jamii nchini (COMNETA) ambaye pia ni Meneja wa redio jamii Sengerema FM ya mkoani Mwanza Bw. Felician Ncheye.
Madereva hao alisema wanaendesha kasi, hawavai kofia ngumu na kubeba abiria kwa mtindo wa mishikaki.
Akifafanua zaidi amesema kwamba pamoja na madereva wa pikipiki kuongoza kwa kuvunja sheria hali za barabara kama kukosekana kwa alama, muundo wa barabara zenyewe, utelezi , uchakavu wa vyombo na hali ya hewa vimekuwa visababishi vya ajali.
Kamanda alitaka vyombo vya habari vya redio za jamii kuelimisha madereva matumizi sahihi ya barabara kwa kuwaita wataalamu kuelezea mambo hayo bila chumvi wala kuharibu nidhamu na maisha .
Alisema mathalani maeneo ya mnadani madereva wamekuwa wakivunja sheria hasa upakiaji wa mizigo isiyozingatia usalama wa abiria waliomo.
Alisema jeshi la polisi limechukua mikakati kadhaa kuwezesha kukabiliana na hali ya usalama barabarani hasa kwa kuanzisha ukamataji wa makosa hatarishi katika usalama wa barabara.
Makosa hayo ni mwendokasi, ulevi, uendeshaji wa hatari na uzidishaji wa abiria alisema faini zinazotolewa zimefanya kupungua kwa ajali kutoka elfu 17 hadi elfu 11.
Alisema mikakati mingine ni utoaji wa elimu kwa kupitia vyombo vya habari na kushukuru kwamba elimu hiyo anaona inasaidia. Alisema wanatoa elimu kupitia televisheni , redio na vyombo vya habari vya kijamii.

Aidha wamekuwa wakishiriki kutoa mafunzo wakishirikiana na wadau wengine.
Pia aliutaja mkakati mwingine ni kuboresha mifumo ya utendaji kwa kuainisha maeneo yanayotokea ajali mara kwa mara, ukusanyaji wa takwimu na kubadili mfumo wa ukaguzi barabarani kwa kuanzisha maeneo maalumu ya kukagulia magari kwa undani.
Pia kunatengenezwa mfumo wa nukta ambapo dereva anapofanya makosa pointi zinaondolewa na zikimalizika anapokonywa leseni.
Kuhusu ulipaji wa faini kupitia benki na njia nyingine za elektroniki alisema zitarahisha utendaji wa polisi na kuondoa tuhuma za rushwa na pia kuwafanya watu kuwa waangalifu zaidi.
Aidha amesema wanatengeneza utaratibu kwa kushirikiana na wadau wengi kutengenezwa kanuni ya ulazima wa madereva kurejea shule kwa mafunzo hasa kutokana na kubadilika mara kwa mara kwa miundombinu ya barabara na teknolojia ya magari.

Sehemu ya wadau/watendaji wa redio jamii wa utekelezaji wa mradi wa uchaguzi unaolenga kuboresha Demokrasia na Amani nchini (DEP) kuelekea uchaguzi mkuu ujao wakifuatilia kwa umakini mada iliyowasilishwa na Kamanda Mpinga kwenye warsha hiyo.
Hata hivyo alisema pamoja na mikakati hiyo na mingine Jeshi la Polisi linakabiliwa na changamoto zinazoambatana na bajeti ndogo ya kuiwezesha kununulia vifaa vya kazi kama speed radar za kisasa na mifumo muafaka ya kusimamia usalama barabarani ambapo kwa sasa kila tatizo wanasukumiziwa polisi iwe ni taa mbovu za barabarani au mashimo.
Changamoto nyingine ni wananchi wenyewe kukosa utamaduni wa kuheshimu sheria mpaka waone polisi.
Alivitaka vyombo vya redio jamii kufundisha wananchi na wala sio kuchochea wao wazidi kuvunja sheria na kuitoa mfano wa matuta barabarani ambayo yanadaiwa na wananchi na kusema hiyo si dawa bali elimu kwa wananchi kuhusu usalama barabarani na namna ya kudhibiti ajali.
Naye Afisa Miradi ya Mawasiliano, Habari na Tehama wa Unesco , Bw. Al Amin Yusuph akimkaribisha Kamanda Mpinga azungumze alisema mafunzo hayo yameandaliwa kwa ajili redio za jamii kujiuza kw apamoja katika kuhudumia umma na kujiendeleza.
Alisema redio ndio njia pekee ya kuwafikia watanzania wengi hasa kwa kuzingatia kwamba watumiaji wa vyombo vingine ni wachache hasa kutokana na kukosekana kwa nishati na pia kuwa mbali na maeneo yanayotangaza habari.
